No Featured Offer on Pan-EU

I have been selling a product successfully in the UK with Featured Offer for months. I went Pan-EU FBA in Germany, Italy, France and Spain. For each one I had to battle with support to get Featured Offer. I am stuck in Italy as they refuse to give me Featured Offer . Even though it’s the same product, same seller with exactly the same metrics. Anybody else come across these issues?
