Not letting me Add a listing bc unable to charge card BUT IT DID

Hello

I receive errors of unable to charge my credit card when I click Add a listing. I have been charged already on this card and Amazon sent a confirmation email of me being charged. Why can’t I make a listing ? I also shouldn’t have even been charged as I signed up for the individual plan and was given professional instead. I’m a new seller. I also DONT want to ship to MEXICO or CANADA and can’t find a way to delete those marketplaces??!
