ODR protection when buying shipping from Amazon.

I’ve been buying all my shipping directly from Amazon but received deactivation warning due to 33% on time delivery and 94.74 valid tracking number. How can this be as I should be protected. As usual support was time consuming and unhelpful. Ideas?
