PPC throttled if your budget it to low?

I have a question regards to spending as i heard if your campaign budget is low, amazon throttles your campaign. As a new seller i don’t have big budget to spend so was wondering whats the average monthly budget and if its true if amazon throttles or if people had experience of noticing changes when their budget were changed.
