Prime day sale issue

I know this topic may have been addressed in the past but I wanted to clarify things further.

I have a “no reference price” issue and I know a reference price is assigned when you have made sales at a particular price point. Now, does this mean a particular ASIN can participate in a Prime Day sale only when it has made sales in the past?
