Promotion Creation Issue

Hey guys, I’m working with a brand and I am trying to create a promotion on Seller Central (we have a portfolio of about 20 products), but no products appear when I try to create one, any idea why?

My two thoughts on why this might be: 1) sales rate is quite low when I started working with them, we are trying to ramp up asap, do Amazon not allow deal of days on low run rate products? 2) they have a warning on their account for later shipping (they also do part FBM) it’s at around 9% and it should be under 4% Amazon state.
