Question about enrolling in Brand Registry

For context, I’m registering a brand I do not own but have a LOA with and have already listed products under the brand.

The enrollment process is a little unclear. The first page in the process states you have to be the brand owner to enroll said brand under your seller account. The next page asks if you’re the owner or have an LOA/contract. Do I have to be the legal owner of the brand to initially get it enrolled in Amazon?

Ideally, I would enroll the brand under my seller account with my LOA without messing with getting access from an official brand account. The brand owner’s my father who is prone to levels of stress proportional to the amount of time he spends on confusing websites so I’d rather limit his required involvement to just collecting checks from me.
