Selling Dangerous goods/Hazmat under FBM?

I don’t fully understand how selling dangerous goods/hazmat items works on Amazon, b ut from my understanding, if you want to FBA them, you need to join Amazon’s Hazmat program.

My question is, is that only for FBA? Am I allowed to sell hazmat goods such as a fire extinguisher on Amazon through FBM without having joined this program? From my understanding, these products require a hazardous material label, and can only be shipped via ground services. is there anything else I’m missing or should know before listing my item?
