Selling toys as Used?

I have never been given the option to list toys as ‘Used’ per se, but only as ‘New’ or ‘Collectible’. I recall reading a long time ago that only an Amazon-owned subsidiary (i.e. Warehouse Deals Inc.) could sell as ‘Used’, yet there is one item I see listed as ‘Used’ by another merchant and it even has the Buy Box for a ‘Used – Very Good’ item.

Is this something that some sellers can do or is it just done by uploading an inventory file? I list mine all individually.
