Shipment Stuck in US

I had my supplier in India handle all shipping and paid him directly. He selected and paid the agent in India. The shipment is now in the U.S., but the agent in India still has not paid the amount to the agents in the U.S. and the US agents are holding my shipment until they receive the funds. The supplier’s agent has become non-responsive after several attempts over the past couple of weeks.

Is there anything that can be done?? My supplier is saying he is trying to get him blacklisted, but I need my shipment to be released and sent to Amazon.
