Trying to create individual seller account

I’m looking to create an individual amazon seller account for a few items. When I try to create an account, it keeps asking me for a store name and saying I will be charged 39.99$ (business price). It didn’t even give me an option to chose between individual vs business. On this website https://sell.amazon.com/pricing I click the sign up for individual, and it takes me back to the sign up where it’s asking for a store name. I’ve tried going back in the sign up, but it doesn’t give me an option to change to individual (or even chose business) anywhere. What am I doing wrong? Please help! Thank you!
