High Delivery Charge FBM order

Hi, we have this issue with an FBM order placed today. I don’t know why we are charged high for the delivery charge to ship from California to Texas. Carrier is charging us $23.47 for an item that we sell for $23.99. It is unusual because we used to get charged around $10 for this item. The customer will be charged $33.13 grand total.

How do you handle this? I wrote to amazon and they suggest that I automate my shipping but that doesn’t make sense to me.
