How to cancel mark as shipped order

I was trying to cancel the order which was marked as shipped but was not able to ship it due to usps does not accept the battery product to shipped on priority mail . So i want to cancel the order. I only see an option refund the order but not able to see cancel the order . Anyone please advise me
