Why did Amazon spend ad funds ON AN INACTIVE LISTING! I made it inactive in the campaign for a reason!

I am new to Amazon and learning how ads work. I just had to change settings because Amazon spent over my budget. I deactivated 3 listings so only 2 are live ads. WHY DID THEY SPEND FUNDS ON ONE OF THE INACTIVE LISTINGS? And why can’t I REMOVE IT from the campaign? Clearly inactive can’t be trusted!
