How do sellers sell items for under $4.46?in FBA(Canada)

I’ve noticed that there are tons of products from smaller sellers to big brands products priced under 4.46 Canadian. Considering the lowest FBA size fee is 4.46, are all these sellers not losing money? For example the Pringles chips for 2.89 or Merangue ruler for 1.99. Do these companies make a deal with Amazon or something ?
