Recommended agencies for amazing images

Anyone have recommendations for outstanding content and image designers? Obviously there’s plenty on Fiverr, upwork, etc but even top rated ones mostly seem like direction takers vs having their own strategic principles on how to design hero images to maximize the space, think about what and how to show it based on customer perception, etc
