Circular Restrictions / Suggestion

So a quick question, I have some items that I list under a category “Night Lights” in lamps, but they could also classify as signage/display pieces. I have approval for them in this primary category no problems.

When I went in to edit a listing recently, the UI popped up that their AI has detected a better category “Decorative Signage”, under Home Decor, and won’t let me proceed with the edit unless I accept that change, or change wording to prevent the suggestion.

I’m actually okay with the category change, however if I accept it, I get unceremoniously told that I don’t have approval for that category, and it kicks me out. Doesn’t even save the changes as a draft.

So I tried to make a fresh listing to get the approval during the process, however it is just “Locked” with a padlock icon. Clicking this gives me the help document that tells me I can use the “Request Approval” button that should be there, but isn’t.

For now, I edited my wording to avoid this, but I’ll be quite happy to move to the suggested category and use the keywords, I just can’t seem to find out how.

Any ideas on how to proceed with a “locked” category with the padlock icon?
