Listings automatically added to Mexico marketplace by Amazon

This has happened to me with almost every listing even though I never opt in. I even ensure that I opt out in the edit listing page. Then Amazon goes ahead and takes $ from my account because I had a listing in the marketplace. Such a nuisance. Anyone have any luck permanently stopping this?
