Problem with being charged subscription as Pro Amazon Seller when I signed up for Individual Plan

It’s quite frustrating when AMZ keep charging me 39.99 when I signed up for Individual Plan since the beginning. They just ignore all requests for refund and would not have any human reply my inquiry. Feels like being scammed before I can even set up my store selling a few personal used books.
