Received restricted item notice (BB gun) but policies permit and 28 other sellers selling same item (including Amazon). Support says it is “although permissible, certain airguns can’t be sold to certain jurisdictions”

Email says:
This product has been identified as ammunition or a component of ammunition, including ammunition and ammunition components for rifles, assault weapons, pistols, handguns, shotguns, and muzzleloaders. Amazon policy prohibits the listing or sale on Amazon of ammunition or ammunition components. For more information, please see the Explosives, Weapons, and Related Items Seller Help Page
From their policies:
Examples of permitted listings
Airsoft guns*
Note: These are subject to geographic sales restrictions.
Non-powdered weapons such as BB guns, pellet guns, paintball guns, and air rifles that are clearly marketed to be air or spring driven and identify the type of ammunition that the product discharges*
Support told me:
Please note that, this product has been identified as a non-powder weapon (e.g. a BB gun, an air gun, or a spring gun). Although permissible for listing on Amazon, certain air guns cannot be sold into certain jurisdictions.
Which is not helpful because I cannot find ANY info on jurisdictions. Obviously there is an issue but it is annoying to not find any info whatsoever. The item can be sold because there are 28 sellers doing it, including Amazon, but I don’t know what they’re doing that I am not. Does anyone know where I can find more info?
