Will Amazon put FNSKUs on items with no UPC?

Hello, I am a new wholesaler trying to figure out the most cost effective way to get my first product from the supplier to Amazon. It would be cheapest to have the supplier send the products directly to an Amazon Fulfillment Center and have Amazon apply the FNSKUs; however, for whatever reason, the product that I’m trying to sell does not have a UPC on the packaging. I read that Amazon will not apply FNSKUs to products with no UPC, is this true? The supplier will do it, but for almost twice what Amazon charges (55 cents per item vs. 30 cents). Would a GTIN exemption be the best route?

Some notes:

• I am selling in the US, and the product is being shipped from within the US.
• There are other sellers currently selling this product on Amazon, the listing already exists.
• I am getting the product directly from the brand.
